I don't know, but I'd assume it's to do with intent. The girl accidentally lost her fingers, while the soldier was purposefully targeted for abuse. You're right though, the girl should have got much more than that considering she's disfigured for life (or were the fingers reattached?).

Nope, no idea what happened, if you go by the report after twelve operations only two fingers remained on one hand:
