If it is a desktop and it won't turn on it is more than likely the PSU.  You can pick them up for pennies (unless it's a Dell Dimension c521 ) and they are easier to fit than counting to 10.  It is worth trying before you shell out as there is virtually no outlay.  PM me if you need assistance.

If it is a laptop then it could be a host of things but 95% of the time I have bumped into that problem, it has ended up being the mobo

That's not good.  Laptops that won't fire up with either the power supply nor the battery, can have silly little problems like bad RAM or badly seated RAM (check those by pulling a board out and trying and then switching them around and so on), but usually (in my experience), it is the fault of a BGA and needs replacing or reballing (don't try the YouTube DIY methods for heavens sake).  It rarely works out to be cost-effective as new laptops are so cheap nowadays, although I recently replaced the dead motherboard of my laptop at a cost of only ?60 by buying it from a rather obscure German Ebay company - I was incredibly lucky to find one though.
