Thats from a 1980's Norwegian theater show called "Oluf"...

I use EximiousSoft GIF Creator v5.56...

There probably are several easy ways of creating them, but what I do is:

- find a part of a movie I want to use.
- "Save image" (to a GIF-creator folder) in Media Player Classic
- use the right arrow to skip a frame or two ahead.
- repeat until I have what I need.
- open in ESGC.5.56
- adjust
- save

I'm still trying stuff out...

Here's the result when I mix two different movies.
The images had different dimensions, so I had to move some stuff around...

Here's one I made yesterday, I thought it was pretty good...



^ You can barely see the background skipping, but other than that I thought it was pretty good...

Here's one I made using ICHC.COM's caption builder... (two different images)



Here's a big one I just made...

Probably takes some time for it to load properly, but once its in, it looks pretty good...
