i cant remember the title and i only remember bits and pieces of the movie

the woman is sent to this special school?, that teaches her manners and how to kill. the woman has red hair and in one of the scenes in the movie she escapes gunfire by dropping down the hotels service chute, she was wearing a black dress and sheer black stockings.

thats all i can remember and i think the movie came out in the 90s
